GOODS VEHICLES (CARRIER A AND CARRIER C)

  1. Individuals, sole proprietorships and partnerships are eligible to apply for a maximum of 2 sets of licences, comprising either 2 vehicle sets (2 Prime Movers and 2 Trailers) atau 2 licences (rigid) atau 1 vehicle set (1 Prime Mover and 1 Trailer) and 1 licence (rigid). Private limited companies have no limit on the number held
  2. The accumulated / working (operating) capital requirement is 30% of the purchase price of the vehicle.
  3. There must be a service need and a transport contract.
  4. Licence validity must not exceed 5 years.
  5. Local Authority approval for vehicle parking and stops / terminals.
  6. Clearance of summonses from JPJ, PDRM and LPKP.
  7. Licensed vehicle weight limits are subject to the restrictions specified in the Weight Restriction Order 1989 (Amendment 2003) for Carrier ‘A’ and Carrier ‘C’ lorries.
  8. Applicants must submit a certified copy of the Directors’ Resolution to verify cheque signatories.
  9. Transfer of ownership:
    • Individual licences may be transferred to immediate family members, namely a spouse or children. Transfers to other family members will be decided by LPKP on merit.
    • An Approval Offer Letter (STK) is not transferable.
    • Transfer of company ownership from Bumiputera to non-Bumiputera is not permitted.

TAXIS / HIRE CARS

  1. Individuals, sole proprietorships and partnerships are limited to 1 Taxi or Hire Car licence. There is no licence limit for private or public limited companies.
  2.  The accumulated / working (operating) capital requirement is 30% of the new vehicle price.
  3. Licence validity must not exceed 7 years for taxis and hire cars, and 5 years for executive taxis, luxury taxis and hire-and-drive cars.
  4. Local Authority approval for vehicle parking and stops / terminals (except individual taxi / hire car licence holders).
  5. Applicants must submit a certified copy of the Directors’ Resolution to verify cheque signatories.
  6. Transfer of ownership:
    • Individual licences may be transferred to immediate family members, namely a spouse or children. Transfers to other family members will be decided by LPKP on merit.
    • An Approval Offer Letter (STK) is not transferable.
    • Transfer of company ownership from Bumiputera to non-Bumiputera is not permitted.

BUSES

  1. Individuals, sole proprietorships and partnerships are limited to 2 licences in total across all licence classes, except School Bus licences.
  2. The accumulated / working (operating) capital requirement is 30% of the new vehicle price.
  3. Licence validity must not exceed 5 years.
  4. Local Authority approval for vehicle parking, stops / terminals and routes.
  5. Applicants must submit a certified copy of the Directors’ Resolution to verify cheque signatories.
  6. Transfer of ownership:
    • Individual licences may be transferred to immediate family members, namely a spouse or children. Transfers to other family members will be decided by the Commission on merit.
    • An Approval Offer Letter (STK) is not transferable.
    • Transfer of company ownership (equity ownership) from Bumiputera to non-Bumiputera status is not permitted.
  7. Applicants for express bus, stage bus, minibus and feeder bus licences must submit a Market Study covering the justification of need, a map of the proposed route and licence information for other operators on the same route (company names and total / number of licences).
  8. Foreign equity ownership in public transport service licences is not permitted, except for tour buses.
  9. For applications to hold licences for high-technology public transport, foreign equity ownership is permitted up to 100%.
