A. Introduction

An initiative under the Urban Public Transport National Key Result Area (UPT NKRA), ISBSF was established to improve bus service quality and encourage the public to use buses as an effective mode of transport. This initiative provides temporary assistance to stage bus operators affected by rising operating costs, particularly on social (or less profitable) routes.

Through this funding, APAD can help operators maintain services on these routes, improve the quality of existing bus services and encourage more passengers to travel by bus.

Since 3 January 2012, the government has spent more than RM400 million to assist stage bus operators willing to continue serving social routes. In 2020, 51 stage bus operators benefited from ISBSF, covering 328 routes in Peninsular Malaysia.

B. Objectives

ISBSF aims to cover shortfalls in stage bus operators’ daily operations to ensure service continuity. The fund also encourages operators to reactivate discontinued routes and improve service quality by increasing trip frequency and improving bus conditions.
